The Delaware cannabis licensing process is difficult but fairly straightforward. The lottery was held on 10-24-24, the winners notified, and the Supplemental Application window is now open.
Applicants for the open retail lotteries in each county must wait until December 2, but everyone else is well on the way to issuance of a condtiional license.
All lottery winners have been notified by the Office of the Marijuana Commissioner if they were selected in their respective lotteries.
Within ten days of notification of selection in the lottery, applicants may be required to provide additional information or supporting documents to verify certain aspects of the application. (A ten day extension may be available.)
Within thirty (30) days of notification, roughly by November 25, 2024, a Supplemental Application will be due, along with payment of the license fee.

The retail application process is just the first step of many in a typically long and arduous haul. Delaware's lottery method of awarding licenses made site control unnecessary to apply, but the search for a compliant property is critical and must have already begun because of the many friction points and other obstacles to becoming operational.
A Delaware cultivation license was typcially easier to acquire than any other, but standing that license up and building out a compliant facility in a reasonable time frame can prove expensive to impossible.
